Governance mining and oil: Madagascar request an extension to join

Madagascar is not yet a full member of the Transparency Initiative in the extractive industries (mining, oil, gas). This global initiative aims to publish what companies in this sector to pay the state and what the state receives from these companies and the use he makes of it. In short, this is to introduce good governance in the sector. Madagascar should have been wearing the steps to join the EITI versfin 2008. But with the political crisis, it was impossible to meet that timetable. The country obtained the EITI International Secretariat based in Oslo, Norway for an extension to complete the last step in joining the scheme. He has until March 9, 2011 to do so, when which leaders of the EITI will decide on the case of candidate countries such as Madagascar. But Madagascar may not meet that schedule. Yesterday on the sidelines of the meeting with the press on the prices of fuels Antaninarenina, secretary general of the Ministry of Mines and Hydrocarbons, Jaona Randrianarisoa argued that Madagascar has already sent to the EITI International Secretariat a request for another extension up until October 2011.

This period will address the various elements of the final step to join the initiative. The tenders for these works have already been launched by the Secretary General of the Ministry. The decision of the EITI international secretariat on the request for extension of time in Madagascar will be known soon. If the body agrees, the country will continue to endorse the candidate status and will finalize the last step to join the EITI. Otherwise, the international board of EITI revoke the status of candidate country and it will repeat its request for bid later. But in certain circumstances, the Board may grant an extension of the deadline to respond to different stages. Only Madagascar has already received an initial extension. Remains whether it is eligible for a second. In fact, the international board of EITI will consider extension requests at its meeting in April.

Anyway, EITI has a clear set of rules for deadline extensions and their validation. She applies them systematically taking into account the difficulties faced by countries implementing EITI implementing fundamental reforms.
